Eligible country list for the DV Lottery visa program is always published by the U.S State Department each year. They used to use a unique calculation to decide which country is eligible and which country is not eligible while how many visas will be available for each country also decided by them. After long years Russia became an eligible country for the DV 2010 Green card program and it was included in to the eligible country list. This allowed lot of Russian born people to apply for the DV 2010 visa lottery. In the last year DV 2011 visa program there were no changes in the country list from the DV 2010 list.

Every year in the US visa lottery program no one country can get more than 7% of the total available visas. People who were born in the following countries - natives - are not eligible to participate in the last year DV Lottery.

BRAZIL, CANADA,
CHINA (mainland-born), COLOMBIA,
DOMINICAN REPUBLIC, ECUADOR,
EL SALVADOR, GUATEMALA,
HAITI, INDIA,
JAMAICA, MEXICO,
PAKISTAN, PHILIPPINES,
PERU, POLAND,
SOUTH KOREA, VIETNAM,
UNITED KINGDOM (except Northern Ireland) and its dependent territories.
